This is only provided for by professional non-linear editing (NLE) programs such as Final cut Pro where multiple shots of the same event, called 'angles' can be combined into 'compound clips'.
In iMovie, you could put the video which has the best sound into the timeline then put fragments of the other video above this (picture in picture). When you play you will hear both sound tracks but you could use these to manually shift these fragments until in sync with the main video. You could also use the waveforms on an expanded timeline time scale to help with this. When near enough you can turn the volume of the fragments audio to zero or detach and delete them. This will be quite time consuming and this is what can be done automatically in professional NLEs.
Note that it is possible to try out Final Cut Pro free for one month. The interface layout is quite similar to iMovie.
